How to rotate PDF pages

When to rotate vs. when to reorder pages
Rotate when the page content is correct but the orientation is wrong — a scanned page that came out sideways, a landscape chart in a portrait document, or a photo that was captured upside down. Rotation changes how a page is displayed without altering its content or its position in the document.
Reorder pages when the content and orientation are correct, but the sequence is wrong — pages are out of order, a section ended up at the end of the document, or you need to move a cover page. Use the Reorder PDF Pages tool for this.
In practice, both operations are sometimes needed on the same document — for example, after scanning a multi-page document where some pages landed in the wrong order and others came out sideways. Run rotate first to fix orientation, then reorder to correct the sequence.
